The short answer
Sicce Syncra Silent 1.0 is the inexpensive small-system benchmark. Syncra Silent 2.0 adds flow and head for modest extra cost. ReefRun G2 4000 is the most useful controllable step-up for many small-to-medium sumps; G2 6000 is the headroom option for taller lifts or restrictive plumbing.

Why the Red Sea numbers are more useful
ReefRun publishes a minimum-to-maximum flow range, maximum head and wattage range. That still is not your delivered flow, but it gives a better starting envelope than one zero-head maximum. Its integrated controller can run the pump without internet; ReefBeat app features require the optional Dual Controller.
Ownership costs
At the current 26.11p/kWh planning rate, a 16W pump running continuously is about £36.50 per year; 32W is about £73; 56W is about £128. A lower-power pump may be cheaper to run, but the pump that cannot overcome your lift is false economy.
